OK, I put it together and got the little filter mostly full of fuel, started it up and soon the thing was full of mostly air. I am surmising that engine heat is vaporizing winter fuel. If we had a piece of hose it woulda got eliminated right then and there. I told him to fill it with gas and wrap the thing in aluminum foil.
The carb was clean, it didn’t need anything. Not even any rusty water.

I had a sediment bowl so full of water you couldn’t see it in the bowl, the tractor still ran but not under a load

Not even any rusty water. Governor? Or is the float in the carb hanging up or even fuel logged due to Crack or pinhole? Just an idea or two.

... and then here was the Funeral Parlor Fan handle and a coupla pecans that I fished outta the 300 tank. I wondered why it would start and spit and miss every so often.

I concur on a couple of comments. Choose a working sediment bowl or large keg filter but not both. (The head pressure is too low to pass 2 filters). I use a Ball valve at the bottom of my Farmall M tank with a fitting going into the tank with a standpipe about 1 inch off the bottom then a large keg filter inline to the carb. My tank has rust and the Standpipe keeps the swill out and the keg filter traps the fine sediment that does manage to pass. Avoid small inline air-cooled engine filters. The 1/4 turn ball valve is a good off/on fuel selector. ***
Some of the Carburetors have a screen in the fuel inlet fitting for fuel supply. Marvin-Shiebler Carburetors on Fords used them on N series tractors. The screen is not needed if you have an inline filter or a good sediment bowl.
When in doubt...Kit the Carb and clear all passages
***if the tank is rusty and generally dirty a sediment bowl will no longer work satisfactorily. A standpipe/ Inline filter/ Ball valve is the only answer to a dirty tank. Other than replacing or coating the tank. I sweat soldered a piece of copper pipe into a brass or steal fitting for the standpipe.

I got the tractor put together. It appears to be fine. I think if he fills it with summer fuel, he will be happy.

This tractor, Case 600, row crop, wide front end, and a loader, is owned by this religious guy( big shot with Athletes in Action) and the tractor really inspires me to cuss. He has owned it a long time, but the original owner must have worked it to death on a dairy farm. I welded up literally yards of stress cracks on the loader. I get tired of hearing what a great machine it is……a small Kubota would serve him so much better.
I probably don’t understand The Case-o-matic transmission and the hydraulics are equally weird

Brother in law had a Case 830 with that Case-O-Matic. I drove it several times. I did NOT like it, and neither did the owner.

The thing was always cold natured and I let it warm up for a while and I came back and it was wandering around the barn yard.
Another time it got stuck in 2 gears at once. You really can’t get the transmission cover off when it does that. So, he prayed about it. Sure enough, he got it unstuck!!! It had been broken inside, but welded, and a set screw on the rails had loosened up, easy fix……then
Did I mention that I dislike this old tractor?

You can probably redo the entire fuel system wit a new settling bowl, a fuel shutoff valve, filter, line and a carb kit for less than $75. I did it on my Case and Super C and both run like new. I also use the blue marine Stabil and NO ethanol gas. It costs like premium gas, but I don't have any fuel problems with it. And, if you put a carb kit in it, put a quarter turn shutoff in the line. The kits have a rubber shut off needle, and they all seem to leak.....
